​​​​​​​​​​The Cruise Development Fund (CDF) supports the home-porting of new cruise ships or extension of existing deployments out of Singapore, with the aim of growing Singapore’s cruise industry and maximising the economic spin-offs from cruise tourism.


The CDF is open to cruise companies, travel agents and event organisers

Proposed projects should fall under one of the following categories:

- For cruise companies:

  • Deployment of new ships to Singapore; and/or
  • Extension of existing deployments out of Singapore

- For travel agents and event organisers:

  • Chartering of cruise sailings out of Singapore, preferably with bundling of pre-post land packages in Singapore​

  • Market research and feasibility studies
  • Channel Development
  • Passenger source market development


Successful applicants will receive funding support of up to 50% of qualifying costs, subject to the scope of the project and STB's evaluation of the merits of the project. Qualifying costs include third-party costs relating to passenger source market development, channel development and professional services for market research and feasibility studies.


Proposals will be assessed on how they:

  • Grow cruise sailings out of Singapore
  • Drive cruise passenger traffic from source markets

Applicants are advised to discuss the proposed project with the officer-in-charge prior to making a formal application. Formal applications must be made on prescribed application forms and submitted to STB. 

Project should not commence prior to STB's offer of the grant. Applicants are encouraged to contact STB in advance of project commencement.


Grants will be disbursed to successful applicants on a reimbursement basis, subject to achievement of the agreed project deliverables and milestones. Applicants are required to submit third-party audited documents on qualifying costs for the disbursement of grants, unless otherwise stated.
