1.    The Singapore Tourism Board (STB) is the lead agency for the development of Singapore’s tourism sector, one of the country’s key service sectors and economic pillars. It also undertakes the marketing and promotion of Singapore as a tourism destination.

2.    As the national sports agency, Sport Singapore’s core purpose is to inspire the Singapore spirit and transform Singapore through sport. With Vision 2030 – Singapore’s sports master plan, our mandate goes beyond winning medals. Sport Singapore (SportSG) uses sport to create greater sporting opportunities and access, more inclusivity and integration as well as broader development of capabilities. At SportSG, we work with a vast network of public-private-people sector partners for individuals to live better through sport.

3.    As floorball continues to gain prominence in the international sports circle, the STB and SportSG are looking to support the growth of the genre with top tier international floorball tournaments. Examples of such top tier tournaments include the Women’s World Floorball Championships 2023 (WFC 2023) and Men’s World Floorball Championships 2024 (WFC 2024) (collectively, the “Championships”).

4.    In late August 2020, the International Floorball Federation (IFF) launched bids to seek host cities for the WFC 2023 and WFC 2024. The Championships feature the top 16 ranked Men’s and Women’s teams and is the most prestigious floorball tournament.


5.    The STB and SportSG are keen to submit bid proposals for Singapore to be considered as the host city for both the WFC 2023 and WFC 2024, and are prepared to provide facilitation, marketing and funding support. Funding support is available through various grant mechanisms such as SportSG’s Event Grant and STB’s Leisure Events Fund (LEF) grant. 6.    As such, STB and SportSG are looking for industry partners to bring the said event(s) to Singapore.

7.    The intent of this EOI is to understand the level of interest from such partners, their capability, experience and proposed scope of involvement and commercial terms. STB and SportSG will subsequently work together with the selected partner(s) to put together an official bid proposal to IFF.

8.    Interested companies are required to provide a brief proposal (maximum of 2 pages) to address the following 4 areas:

Proposed scope of involvement

The preference is for interested companies to take on the overall event organisation (either on your own or with potential partners), including the coordination of requirements and considerations requested by the International Floorball Federation (IFF) and Singapore Floorball Association (SFA). By the same token, companies would undertake the financial outlay and propose ways to monetise the event (including but not limited to ticketing or sponsorship revenue).


Notwithstanding the above, companies should outline:

·         Your vision for the event; including the envisaged scale of the event;

·         Proposed event venue

·         Defining of your role (e.g. event promoter, service provider etc) in the event should Singapore be awarded as the host city

·         Relevant expertise in relation to the areas you are planning to undertake, or potential partners you are able to bring onboard


Ideas for event programming

Companies are encouraged to share proposed ideas for complementary event programming such as:

·         Community engagement

·         Fan engagement

·         Ancillary events and activations


Proposed commercial terms

Companies may wish to develop a topline event pro forma outlining the following, and may choose to submit two separate pro forma for the Men’s WFC and Women’s WFC respectively:

·         Proposed cost of event staging (e.g. TV production, anti-doping, venue setup). For the avoidance of doubt, court flooring and rink boards will be provided by the IFF

·         Projected revenue (e.g. ticketing revenue, sponsorship revenue). Each tournament consists of 48 matches

·         Any indicative level of funding support required from government

You should be guided by past editions of the WFC in scoping out the overall event financials and make reasonable assumptions based on Singapore’s operating context.

You may omit details on how Singapore is an ideal host city and focus solely on your company’s commitment and plans.

10.    The information that you submit is for STB and SportSG’s consideration and shall be used for the purpose of assessing your proposal only. It shall not be considered as a commitment by STB and/or SportSG to proceed with any subsequent award, collaboration or partnership with any selected partner. Based on the proposals submitted, STB and SportSG reserves the right to work with any of the partners to develop formal bids for submission to IFF for the WFC 2023 and WFC 2024. STB and SportSG shall not share the information you have submitted for the EOI with external parties unless we have sought your prior written consent.

13.    Except with the consent in writing by STB and SportSG, your Company shall not disclose this EOI, or the contents of this EOI, including but not limited to the provisions thereof and any information furnished by or on behalf of the Board, to any person except to a person, sub-contractor, supplier or agent employed by or engaged by the Company, and only on a need to know basis. Your Company shall only make use of any information obtained directly or indirectly from the Board which are for the purposes of the EOI, and shall not publish or release, nor allow the publication or release of any information or material pertaining to the EOI in any media without the prior written consent of the Board.
