Non-Renewable Temporary Occupation Licence (NRTOL) is an application for events held on Orchard Road Pedestrian Mall (State Land) on short-term, temporary basis. A Place Management Committee (PMC) comprising STB, LTA, SLA, URA, NParks, SPF, NEA was formed to realise the vision of transforming Orchard Road into a must-visit and iconic lifestyle destination. The PMC’s scope of work includes the management of NRTOL, to ensure that events held on Orchard Road are of good quality, enhance precinct vibrancy and elevate visitor’s experience.

Who Needs a Licence
All events held at Orchard Road Pedestrian Mall (State Land), including roving and filming events.
Public events with strong national, social and cultural themes are highly encouraged.
Events, unless endorsed by the Orchard Road Business Association (ORBA) and STB, should not be used solely for profit-generating purposes or the promotion of commercial brands and products. Events that can be considered include:
Exhibitions that are educational and social in nature (e.g, artworks, photography)
Cultural-related festivals endorsed by a government agency/embassy
Fashion runway shows featuring multiple fashion brands
Public concerts, gigs, performances
Events promoting signature precinct events (i.e. F1, Christmas Light Up, etc)
Experiential concepts that offer a differentiated experience or provide a unique visitor experience

How to Apply?
There are two types of NRTOL application forms – one for roving events and one for pop-up spaces.
A) NRTOL for Pop-up Spaces
ORBA manages and curates the short term Pop-up Spaces along the Orchard Road Pedestrian Mall to augment in-mall activities, create unique visitor experiences and enhance street vibrancy by offering a differentiated experience. These spaces can host of range of activities from retail, food and beverage pop-ups to arts and entertainment events.

B) NRTOL for Roving Events
For roving events such as flag days, filming, brand awareness campaigns or giveaways, please submit a request via FormSG:
Please note the following:
Filming requests will be subject to approvals from LTA and SLA (TOL fees may be required).
Flash mob dances, music performances will be subject to approvals from SPF.
Any form of human signboard and/or flyers distribution is not allowed as part of the event to be held on the Orchard Road (State Land).
The processing of each NRTOL application takes about 1 month from the receipt of the completed documents, before the date of installation/site entry. Incomplete documents will not be accepted. Applications are reviewed on a case-by-case basis and is subject to approvals.
Priority will be given to signature precinct events such as F1, Great Singapore Sale, Christmas Light Up, etc.
License Fees
The TOL fee payable will depend on the type and scale of the event and area applied for.

Q1 : I would like to lease the upcoming ready-to-use pop-up spaces along the Orchard Road Pedestrian Mall. How can I apply?
Ans : STB plans to launch the tender for the design, build and management of the ready-to-use pop-up spaces in May 2026. The ready to-use pop-up spaces will house new-to-market brands, trendy brands test-bedding new concepts or offering limited-time experiences, or up-and-coming local brands looking to inject differentiated retail and F&B experiences. More details on the rental process will be shared after the appointment of the Successful Tenderer.
Q2: I want to set up a pop-up store along the Orchard Road Pedestrian Mall, like the Old Chang Kee store? What is the procedure?

Q3: For my flash mob along Orchard Road, what kind of licence do I need?
Ans : For roving events including flash mob, music and/or dance performances, permission has to be obtained from the Singapore Tourism Board and for some cases, Public Entertainment Licence from SPF has to be obtained. You may refer here for more information.
Q4: I have House-to-House Streets Collection License, can I collect funds along Orchard Road?
Ans : While SPF may have issued the license for House-to-House Streets Collection, separate permission from STB must be sought as place manager of Orchard Road. Please note that the Singapore Tourism Board does not allow House-to-House Streets Collection along Orchard Road.
Q5: Can I get permission to distribute flyers along Orchard Road?
Ans : Due to littering issues, the Singapore Tourism Board does not allow the distribution of flyers or brochures along Orchard Road.
